Yes, Enterprise Vault 8.0 is supported on Windows Server 2008 R2.  Currently Enterprise Vault 8.0 SP4 is the minimum version of Enterprise Vault which provides this support.  Please take a look at our Software Compatability List for more details:

A 32-bit add-in must be integrated with a 32-bit application - regardless of the OS being 32 or 64.</description>
